The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are released from various governments. Significant resources is expended on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track missile launches from Russian territory, a capacity afforded by timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every launch shakes the surroundings, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Not long after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Political Considerations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
